随着数字经济成为国家战略，数据要素的价值释放已成为推动行业转型升级的核心动力。文章以长沙市住房城乡建设行业数据湖建设为案例，系统探讨了住建行业构建数据基座的必要性与可行性；分析了行业数字化趋势与政策环境；梳理了国内外数据湖建设的先进理论与制度实践；重点剖析了数据湖架构的顶层设计，并详细阐述了其数据基础层、资产层、服务层及安全体系的建设内容与创新点。最后，通过对智能建造、物业维护、建筑安全等典型应用场景的分析，论证了数据湖建设的显著成效。

As the digital economy becomes a national strategy, the value unleashed by data elements has emerged as a core driver in promoting industrial transformation and upgrading. This paper takes the construction of a data lake in the urban housing and construction industry of Changsha as a case study to systematically explore the necessity and feasibility of building a data foundation for the housing and construction sector. It analyzes the trends in industry digitalization and the policy environment, reviews advanced theories and institutional practices in data lake construction both domestically and internationally, and focuses on dissecting the toplevel design of the data lake architecture. The paper elaborates in detail on the construction content and innovations of its data foundation layer, asset layer, service layer, and security system. Finally, through an analysis of typical application scenarios such as smart construction, property maintenance, and building safety, it demonstrates the significant effectiveness of data lake construction.
